Cancelled PO Does Not Send Email Notification To Supplier

After upgrading from 12.0.6 you observe that there is a change in functionality such that the cancel PO feature in Oracle Purchasing does not initiate PO Approval Workflow, meaning that no email is sent to Web Supplier contacts after a PO is cancelled

It is expected that after a PO is cancelled the PO Approval Workflow will launch so that web supplier contacts will be notified about the PO Cancellation

The issue can be reproduced at will with the following steps:
1. For web supplier PO, cancel PO via Buyer Work Center (BWC) or PO Summary > Tools > Cancel
2. Cancellation is successful, but no workflow is initiated and web supplier contacts are not notified
