Gather Schema Statistics FNDGSCST Concurrent Request Runs Very Slow Suddenly (Doc ID 1616469.1)

On : R12 version, Performance Triage. Any performance issue not covered by an existing component.

ACTUAL BEHAVIOR
---------------

Customer run Gather Schema Statistics with the following parameter:
All:80::NOBACKUP::LASTRUN:GATER::Y,But it cost 40 hours

P.S. 1 As per customer saying, It worked normally previous using the similar parameter [ All:80::NOBACKUP::LASTRUN:GATER::Y] only cost 3 hours and did not do anything changes recently!
  they run the Gather Schema Statistics concurrent request every 7 days!
P.S. 2 It took 10 hours to complete even with the Estimate_percent 20 when change Estimate_percent from 80 to 20, this is still much slower than usual normal situation(2- 3 hours cost).

Customer expect they can run Gather Schema Statistics as fast as previously

The issue can be reproduced at will with the following steps:
1. Run Gather Schema Statistics with the following parameter

All:80::NOBACKUP::LASTRUN:GATER::Y,But it cost 40 hours

BUSINESS IMPACT
-----------------------
Due to this issue, users have to wait for 40 hours to make the Gather Schema Statistics complete which is time costing and system resource is highly cost.
