PatchWizard Does Not Find Certain Patches During Patch Download

While reviewing PatchWizard reports on an E-Business suite 12.1.3 instance, you may notice that certain required patches are not listed. Although these patches are listed in the InfoBundle.zip, the PatchWizard report would not show them as required. One of the common patches identified are:
