Customer Search Returns No Results When Bill to Search on Account Number, but Returns when Search on Account Search

When using a Bill to search, to search on Account Number, the search returns no rows if both active, and inactive sites exist.
However, the Account is returned, if using the Account search.

- Search on a customer account, using the bill to search, and the account has active, and inactive sites.
