Customer Search Returns No Results When Bill to Search on Account Number, but Returns when Search on Account Search (Doc ID 1616729.1)

When using a Bill to search, to search on Account Number, the search returns no rows if both active, and inactive sites exist. 
However, the Account is returned, if using the Account search.

Steps to Reproduce:
: Collections Agent
: Search

  1. Search on a customer account, using the bill to search, and the account has active, and inactive sites.
