Symptoms

On : 12.1.3 version, Contract Clause Approval

ACTUAL BEHAVIOR
---------------
Workflow Background Process (WBP) for Item Type 'Contract Clause Approval' ends with error. WBP runs for a long time and then completes in Error status.
No log or output file is generated. 2 Clauses consistently do not get approved.

EXPECTED BEHAVIOR
-----------------------
Process Contract Clause Approval.

The issue can be reproduced at will with the following steps:
1. Run the WF Background program for Contract Clause Approval only.
