Symptoms

Failing to submit a concurrent program fired through event alert from SSHR approval.

After defining an alert that submits a concurrent program after inserting on (PER_PERSON_ANALYSES) table, when it is going in the approval cycle and approved, the row is created on the table but an error in log when submitting: 

* PER_PERSON_ANALYSES (Check Event Alert)

APP-ALR-04050: Oracle Alert was unable to submit the concurrent program CONCURRENT <Concurrent Program> <Concurrent Program ID>. Contact your support representative.
APP-ALR-04050: Oracle Alert was unable to submit the concurrent program &VALUE. Contact your support representative.

Changes

 Created event alert that submit a request.
