Warning Message Occurs When Split Is Performed On an encumbered Requisition Line Using Buyer Work Center (Doc ID 1617382.1)

Symptoms

On Release 12.1.2 version, with Encumbrance enabled

When attempting to split an encumbered requisition line in the Buyer Work Center,
the following warning/error occurs.

ERROR
-----------------------
(0) remains unallocated.
Do you want to automatically create a new line with the balance or liquidate the commitment for the balance?
Note: Create line will place the balance on a new line and retain the commitment for the balance.
         Liquidate balance will reduce your commitment to the new total on the requisition.
          Cancel will return you to the Modify Lines window so you can take appropriate manual action.

STEPS
-----------------------
1. Connect to iProcurement
2. Create and approve an encumbered requisition having :
     - Line Type =    Services billed by Quantity
     - Quantity   =    12.021,69.
     - Price        =    1
3. Switch to Purchasing responsibility
4. Navigate to  Buyer Work Center -> Requisitions
Select this requisition and split this line into the new quantities : 7.713,21 and 4.308,48
5. While saving this split, the above warning message occurs.
