Symptoms
Promotion modifier with limit is applied to a cart in iStore.
Limit gets consumed against that quote line.
When order is placed lines are created with Calculate Price flag ='Freeze Price'.
If the user cancels this line, system does not update limit balance and that modifier cannot be applied to any other order or cart.
The same happens if order is created in OM, promotion applied, booked, pricing flag changed to Freeze Price and line is cancelled.
