iStore User Registration Fails with Error "IBE_ERR_UM_INVALID_CUST_CLASS" when implementing Signon Custom Password (Doc ID 1618344.1)

Symptoms

On Test: 12.1.3 version, User Registration

Unable to create iStore user on any Instance with profile Signon Password Custom set to use custom password policy as per Doc ID 362663.1 - How to Implement Signon Password Custom Profile Option in EBS 11i / R12?.

Trying to register a new iStore business user (B2B) choosing the registration option 'Register as a user of an existing company" results in the following error message on the page -

IBE_ERR_UM_INVALID_CUST_CLASS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iStore homepage
2. Choose Register link
3. Choose option 'Register as a user of an existing company"
4. Enter required fields and choose Submit button
