External URL Added to a Menu do not Resolve (Doc ID 1618564.1)

Symptoms

External URLs added to the OTM Menu do not resolve. Clicking on the menu selection shows that the URL created has the follwoing extra text appended:

ct=<session_no>

Note: where <session_no> is some numeric ID respresenting the current session
