ACTUAL BEHAVIOR

'Process Quality Lot Expiry Sample Creation' notification not generated in OPM.

EXPECTED BEHAVIOR
-----------------------
Notification should be generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable and subscribe event oracle.apps.gmi.lotexpirydate.update / oracle.apps.gmi.lotretestdate.update
2. Set the AME for the transaction type - Process Quality Lot Expiry Sample Creation / Process Quality Lot Retest Sample Creation
3. In OPM quality management, create a specification of type inventory for the item
3. Run the concurrent - 'lot and serial date notification' for an expired lot for the item
