When attempting to create a WIP Completion Return on Correct Transactions, and the inventory is no longer available to return, the user gets a message 'Transaction Quantity must be less than or equal to available quantity'

When this occurs, the WIP Completion Return transaction gets stuck in MTI, and a corrupt gme_transaction_pairs row is written without the transaction_id2, causing the original transaction to no longer display on View Material Transactions.
