System Profile Save Output File Not Working (Doc ID 1619827.1)

Symptoms

On Oracle Applications 12.1.3 version, Basic System Administrator functions, maintenance, Report viewer:

Actual Behavior
Customer submits Oracle seeded request single request submission with the "Save all Output Files" check box de-selected and no output files are generated. The same Oracle seeded request is submitted as a recurring request again with the "Save all Output Files" check box de-selected. After approximately 15 minutes, the check box is again selected and zero bytes output files are generated.

Expected Behavior
The single request and recurring submission behavior to be the same and no output files generated for either.

The issue can be reproduced at will with the following steps:
1. submit Oracle seeded request single request submission with the "Save all Output Files" check box de-selected
2. submit the same Oracle seeded request as a recurring submission with the "Save all Output Files" check box de-selected

The issue has the following business impact:
