Importing Order With Calculate_price_flag=N Through Order Interface Doesn't Freeze The Price (Doc ID 1620686.1)

On : 11.5.10.2 version, Transaction Entry

ACTUAL BEHAVIOR
---------------
Find when importing order line using order import with calculate price flag = 'N' (Freeze),
the imported order line has calculate price flag = 'P' (Partial) with automatic modifiers applied in addition to manual modifier

EXPECTED BEHAVIOR
-----------------------
Expect the order line to be imported with calculate price flag = 'N' (Freeze)
with only manual discount modifier applied, no automatic modifier applied.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate order import interface tables

2. Run order import

3. The imported order line has calculate_price_flag = 'P'
and there are 3 modifier applied.
first modifier is for the price difference,
and there are 2 other automatic modifiers

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users need to create massive OM orders and can not use the interface. It's affecting our sales.
