Self Service Benefits Enrollment Locks on Payroll Tables (Doc ID 1620849.1)

On 12.1.3 version in Self Service Benefits,

While testing the performance of Self Service Benefits enrollment process, locks were found on some payroll tables.  The locks were present even when an employee was only on the "Benefit Enrollment" form which lists current benefit selections before employee moves onto update benefits.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Navigate to Employee Self Service > Benefits > Benefits Enrollment form
    a. Which only displays the enrollment for the life event that is open.

2. Locks can be seen on the user session locking the payroll tables. 

3. While the user is on the Benefit Enrollment form, the administrator navigates to 
    Enter and maintain > query the employee > click on Assignment> select Quick Pay from the others list.

 4. Try to add a Quick Pay and the process is locked.
     a. (Note: cannot add elements while the employee was on the SS benefits page)
