Unable to Publish a Project Workplan - Task Cannot be Updated to Become a Top Task (Doc ID 1621472.1)

Symptoms

When trying to publish a Workplan, getting the following messages:

Error
1.  An error occurred during publication.  Please re-publish the workplan by clicking the button Republish on Maintain Versions page.
2.  View Concurrent Process - Select to view the status of the process.

If you click on the link to view the concurrent process, you see that the PRC: Process Structure Updates log shows:

   This request finished with an error and produced the following completion message:  Project: 'XXX'; Task:'YYY'
   Task cannot be updated to become a top task.
