Customer Shows as Delinquent, But has No Delinquent Invoices (Doc ID 1622544.1)

Symptoms

When viewing customers in IEXRCALL (Collections Agent -> Collections), some customers are showing as delinquent, but have 0 delinquent invoices. 
The customer remains delinquent, even after the Delinquency Management Engine is run (Scoring Engine Harness 2).

Steps to Reproduce:
Responsibility: Collections Agent
Navigation: Collections
View customers that shows a delinquent, but have no invoices open invoices.
