Symptoms
On Tax Balance forms, when attempting to enter a tax balance adjustment, the following error occurs.
ERROR

APP-PAY-51133: The location is not a valid work location for the assignment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps.
From US HRMS Manager responsibility, or equivalent:
1. Navigate: People > Enter and Maintain > Assignment > Others > Adjust Tax Balance
2. Enter Tax Balance adjustment and attempt to Save.
3. Get the error
