Why Does Updating Code Conversion Description Cause Error "APP-EC-04965: No duplicate internal or external values are allowed"? (Doc ID 1622677.1)

Why are users receiving "Error: APP-EC-04965: No duplicate internal or external values are allowed" when trying to
updated description for a seeded value for RLM_QTY_TYPE or RLM_DATE_TYPE?
 
Receiving duplicate code conversion value error when updated seeded values with a description. After querying
a seeded value for RLM_QTY_TYPE or RLM_DATE_TYPE for example, I am only trying to update the description
(which was blank) with a value. It is returning a message indicating that cannot do as it causes a duplicate.
It's treating it as an insert instead of just an update to existing record. Same action on another seeded value
RLM_TRX_PURP didn't trigger error. User was NOT creating a new record--just updating existing seeded record.

In "Define Code Conversion Values" form, query for Category = RLM_DATE_TYPE ,
 Direction = BOTH , and Internal Value = FROM_TO
 .
Try to update value for description the following error occurs:
