Symptoms
When having a SHIPMENT agent with the agent action "BULK PLAN SELL-SIDE SHIPMENT" that is intended to create the sell shipment. If the sell shipment creation fails (expectedly, such as no rates), the Error Handler is NOT invoked and no message is sent to the contact.
In contrast, if a similar ORDER RELEASE agent is configured with the action "BUILD SHIPMENT", and also fails (expectedly), the Error Handler IS invoked.
