Oracle Learning Management (OLM) URL Leads To "This Hyperlink Is Invalid" When User Logs In From Oracle Access Manager

On Oracle Applications 12.1 HRMS RUP6 version, 3rd Party Integrations
After clicking on an Oracle Learning Management (OLM) URL to view a course, the user is taken through the Oracle Access Manager based Single Sign-On login process after which they are prompted for a responsibility and are then told "this hyperlink is invalid".  If the user logs in prior to invoking the OLM URL then the OLM URL works as expected.

(x) Error
This hyperlink is invalid.

The issue can be reproduced at will with the following steps:
1. (admin): Navigate to a course, push the button [Generate Hyperlink] and provide the resulting link to the learner.

2. (learner): Access the generated hyperlink

If the learner is already logged in, the hyperlink will take them to their course.  If they are not already logged in the OLM URL will be mangled in the login process and lead to "the hyperlink is invalid", but the login will be successful so therefore the learner can invoke the hyperlink a second time and be taken to their course.
