R12 GLAMAS Upgraded 11i Mass Allocation Formula Allocation Line Has Incorrect Ledger Currency Defaulted and No Journal Is Created

Symptoms

After upgrading the Mass Allocation formulas are being upgraded with a default currency that is not correct for the ledger that is using the allocation.
Due to this no journal is created when the program is run to generate the allocation for the journals.
The allocation definition can be modified to use the Ledger's currency and it does generate a journal.

In Rel 11i with the same data, the allocation formula works fine,  and produces the expected results.

The 11i formula when run in an upgraded Rel 12i instance, for the same data, may return "Error D No journal was created because accounts for allocation basis have zero or no balances"
The issue occurs when running the report for various currencies.

Error: "Error D No journal was created because accounts for allocation basis have zero or no balances"
