Symptoms
JRE 7u45 works fine, but when anyone updates the JRE on their desktop machine to the latest version (such as update 51), they cannot launch any forms when using IE. No errors, nothing happens on IE. Jar files were signed with a Trusted CA when upgrading to 7u45, so it is not a security issue.
No errors in the java console because it never launches, it never gets to that point.
JRE 7u51 version works fine on Firefox.

Upgraded to JRE 1.7.0_51 on users desktops.
