Symptoms

Actual Behavior
Find that EGO_ITEM_PUB.PROCESS_ITEMS API commitS automatically though the parameter p_commit is being passed as => APPS.FND_API.G_FALSE. The item is getting created.

Expected Behavior
Expect the API to not commit when the parameter p_commit is being passed as => APPS.FND_API.G_FALSE.

Steps
The issue can be reproduced at will with the following steps:
1. Run the api without a commit
2. Find it commits the information and creates the item anyway.
