NullPointerException When Trying To Submit New Item Request (NIR) But NIR Is Created And Stuck In Draft Status (Doc ID 1624830.1)

Symptoms

Cannot submit NIR, see a NullPointerException

Error

java.lang.NullPointerException
at oracle.apps.eng.changemgmt.util.webui.EngChangeUtil.setFunctionGeneratedChangeNotice(EngChangeUtil.java:2472)
at oracle.apps.eng.changemgmt.server.ChangeAMImpl.generateFunctionGeneratedChangeNotice(ChangeAMImpl.java:8369)
at sun.reflect.NativeMethodAccessorImpl.invoke0(Native Method)


Steps

The issue can be reproduced at will with the following steps:
1. Create Item in an NIR-required ICC
2. Finish item creation
3. Create NIR
4. Click on Submit
Error appears, but NIR is still created. When you open the NIR, it is in Draft status - Submit not found in actions list of values
The NIR is stuck
