Symptoms

In R12.1.3:

Attempting to reassign a Notification for a Dispute, in Advanced Collections, and receive the following error:

Error:
ORA-06502: PL/SQL: numeric or value error ORA-06512: at "APPS.WF_NOTIFICATION", line 4512 ORA-06512:'.

Steps to Reproduce:
Responsibility: Collections Manager
Navigation: Oracle Applications > Notification Details
Click the [Reassign] button of Notification page
Radio button - Transfer Notification ownership
Delegate Response - options  
Click on [submit]
Error is raised
