The R11.5.10.2 version of this report runs in less than 10 minutes
The R12.1.3 version of this report takes between 30-45 minutes to complete.
EXPECTED BEHAVIOR

It is expected that the report will run in a reasonable time.
STEPS

The issue can be reproduced at will with the following steps:
1. Reports > Request > Standard
2. Select Trial Balance - Detail
3. Enter parameters and submit
