Symptoms

On 12.1.3 in Production:
Find 'intended use' rule is not working in Distributions.
It is expected to change tax calculation in distributions after changing 'Intended Use'.
Due to this issue, users cannot see the expected new tax calculation.

The issue can be reproduced at will with the following steps:
1) AP Super User: Invoices > Entry > Invoices
Query an existing invoice (header, no lines yet)

2) <Match>

3) Calculate Tax and correctly calculate Recovery Rate as Tax Rule.

4) Tax Distributions:

- Distributions:

Calculated correctly Recoverable tax and Tax rate variance

The rule worked ok ,
but NOW...

5) Change the intended use code in Distributions to get a new % of recovery rate.

6) Enter the Intended Use value on the distribution for the "Item" line:

- Distributions:
In 1 item line:
Intended Use =  XXXXX

7) <Calculate Tax>
Tax Distributions:

- Distributions:

Same amounts for Recoverable tax and Tax rate variance
