Symptoms
After database platform migration and following Doc ID 741818.1 concurrent managers are not starting resulting in the following error:
ORACLE error 54 in insert_fcp
Cause: insert_fcp failed due to ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
