FSG Drilldown - Missing Hyper-link In Excel Output

Symptoms
Using Report Manager in Oracle Applications release 12 to produce FSG Report using the Template "Generic FSG Drill Template",
the PDF and HTML output provides drilldown hyper-links on the numbers, but it seems the hyper-links are missing in the Excel output for the same number cells.
This can be reproduced as follows:
1. Generate the Excell output report with US numeric local.
2. When review of this output file with MS Excel in a Windows session having a French local setting, if one double clicks on the number cells (with are shown as hyper-link in the other format PDF or HTML) nothing is happenning.
