R12: Project List Page: Able to View Projects When User is Not an Active Key Member (Doc ID 1626558.1)

A user who is not a key member on a project or was a key member but end-dated is still able to view the projects in the Project List page.

-Issue happens to all web based responsibilities and users. (Forms are not used)
-It happens on many projects.
-The profiles below are set to No at all levels:
"PA: Cross Project User -- Update"
"PA: Cross Project User -- View"
-The projects have access level as 'Secured'.

Per the setup above, users should not be able to view any project when he/she is not a key member or an end-dated one.
