Post Debrief Completes With Error: Invalid Account ID (Doc ID 1626649.1)

On : 12.1.3 version, Debrief

When attempting to complete Material Debrief
the following error occurs.

 "Invalid Account ID"

The issue can be reproduced at will with the following steps:
1. Open Debrief page/form
2. Enter Material Debrief Lines
3. Change the Assignment status to Complete
4.Check the Post Debrief concurrent request log, see the error
