Unique Constraint Failure When Updating an Order Release That Includes Equipment Reference Unit (ERU)

Symptoms
A Release XML is processed to update an Order Release that includes ERU data. This XML processing is failing with the following error:
Cannot add the ORL_EQUIP_REF_UNIT_JOIN record. ORDER_RELEASE_LINE_GID,
EQUIPMENT_REFERENCE_UNIT_GID must be unique. java.sql.BatchUpdateException:
ORA-00001: unique constraint (GLOGOWNER.PK_ORL_EQUIP_REF_UNIT_JOIN) violated
