Report Manager Excel Output Error, PDF And HTML Are Ok (Doc ID 1629174.1)

Symptoms

On Oracle Applications 11.5.10.2 version,
when attempting to view Excel output from an FSG report published in Report Manager,
the following error occurs:

Oracle.apps.bne.fatal.exception.BneFatalException
Cause: Line 79 - unknown runtime error: "Workbooks.Add"


NOTE: This occurs for only one user where HTML and PDF output is fine.


The issue can be reproduced at will with the following steps:
1. Financial Report Submission.
2. Select the FSG and Generic FSG Drill Template.
3. View the Excel output.


The issue has the following business impact:
Due to this issue, users cannot view Excel output from and FSG Report in Report Manager.
