Multiple Label Prints On Business Flow PACK/SPLIT/MERGE when Consolidate LPN

Goal
There is setup WMS label printing on the business flow PACK/SPLIT/MERGE and assigned it to the LPN Summary document type. When our users go into LPN Consolidate they build pallets using basket level LPNs to a pallet lpn, this is up to 40 LPN's in one pallet. Every time the user assigns a child to the parent lpn it fires a label request, this is when using the action on the mobile page not the merge. Is this intended functionality as we only require the label when the pallet it fully built hence i was under the impression it would only fire when the user selects the merge option ?
