Unable to Edit Coverage of a Service Contract After Opening it for Update (Doc ID 1630115.1)

Symptoms

On : 12.1.3 version, Service Authoring

ACTUAL BEHAVIOR
---------------
Coverage Details cannot be updated when an Active Contract is opened for Update. The Customize button is also disabled so that cannot be used to enable the fields.

EXPECTED BEHAVIOR
-----------------------
Expect that the Coverage Details would be enabled for update or that the Customize button would be enabled to open them.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open an Active Contract for update.
2. Navigate to the Lines > Effectivities tab.
3. Click on the Details button to open the Coverage form.
  The Reapply Standard button is disabled in this tab and the Customize
  button is disabled in the Coverage form.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot modify the Coverage details.
