ADOP - Patch 13543062 fails on ADZDPREP.sql - ORA-20001: ORA-06508: PL/SQL: could not find program unit being called

Symptoms
During upgrade from 11i to 12.2 according to the document "Oracle E-Business Suite,
"Upgrade Guide Release 11i is a 12.2" section "Download and apply the Online Patching Enablement patch" patch 13543062 is not enabling "adop.
The patch fails while running:
sqlplus -s <apps_user>/<apps_password> @$AD_TOP/patch/115/sql/adsqlwrapper.sql '$AD_TOP/patch/115/sql/ADZDPREP.sql &un_apps &pw_apps &systempwd'
with the error message:
