Propose Pay Increase, Proposed Grade Range and MidPoint are not Being Populated in Compensation Workbench (Doc ID 1630787.1)

Symptoms

On 12.1 HRMS RUP4 version in Compensation Workbench,

ACTUAL BEHAVIOR
---------------
When attempting to enter a proposed job change in Compensation Workbench > Propose Pay Increase, the Proposed Grade gets populated, but Proposed Grade Range and Proposed Grade Midpoint randomly do not get populated.
Some times they do get values, other times it is just blank.

EXPECTED BEHAVIOR
-----------------------
Expect the values to populate.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility Compensation Workbench for Managers.
2. Select the Go To Task icon to "Propose Pay Increase".
3. Enter a proposed job change and press the Tab key.
Proposed Grade gets populated, but Proposed Grade Range and Proposed Grade Midpoint randomly do not get populated.
