How to Publish Missing Inventory Transactions to the Service Fulfillment Manager (SFM) Event Queue

Information in this document applies to any platform.
Through previous troubleshooting steps such as researching transaction errors in the Transaction Error Processing Form, running the IBtxnerr.sql script (Note 1501025.1) or from running the Install Base Analyzer (Note 1597450.1) it has been determined that there are Inventory transactions that have failed to interface with the SFM Event queue. How can these transactions be successfully published to the Event queue for processing?
