--Problem

Emails are not sent to some users for Quoting Approval

--Expected Behaviour

Expect that once the quote is submitted for approval , the approver receives an e-mail to notify them to review the quote

--Steps

1. Create a quote
2. Submit for approval
3. Approvers do not receive the email
