Organization not in LOV using Security Profile Based on Organization Hierarchy

On : 12.1.3 version, Orgs,Jobs,Locs,Positions etc
ACTUAL BEHAVIOR
---------------
After creating a new organization and linking it to a security profile the org cannot be found under the list of values
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create an organization and put it in a hierarchy
2. create a security profile based on Organization security. Use the above hierarchy and set the new org as the 'Top Organization'
3. run Security List Maintenance for this new security profile
4. create a new employee and a new assignment> in the Organization LOV the organization does not exists
