The LOV "Service Activity" On A New Labor Line Does Not Display Values (Doc ID 1632095.1)

On : 12.1.3 version, Debrief / Field Service Report

ACTUAL BEHAVIOR
---------------
In Debrief (HTML UI), when trying to add a new Labor line, the Business Process gets defaulted, but the Service Activity LOV shows no values for selection even when there are service activities associated to that business process (BP).
After switching to a different business process and then switch back to the original business process the SAC LOV now shows the correct values.

EXPECTED BEHAVIOR

Service Activity List of value should show the available values for selection.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Debrief HTML and add a new Labor line.  The Business Process gets defaulted but there are no Service Activity values for selection.
2. Switch to a different Business Process, the Service Activity Code LOV now shows values.
3. Switch back to the original Business Process and the SAC is now showing the correct values.
