FRM-92101 error when trying to open the Create Service Request form

On : 12.2.3 version, Service Request Form

After perform an upgrade from 12.2.2 to 12.2.3, when attempting to open the Create Service Request form (CSXSRISR),
the following error occurs.

FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration.
Please look into the web-server log files for details.

Java Exception: Forms session <69> aborted: unable to communicate to runtime process.

The issue can be reproduced at will with the following steps:
1. Go to Service responsibility and try to open the Create Service Request form.
2. Or go to Find Service Request form and query an existing SR.
3. When the Create Service Request form tries to open the reported error occurs.
4. Or go to Contact Center, query a customer, and try to create a new SR in the Service Requests tab.
