Dunning Work Items for Pre-Delinquent Customers Are Going Directly to Skip Status (Doc ID 1633249.1)

When processing strategies for pre-delinquent customers, the dunning working items are going to 'Skip' status, instead of processing.  Delinquent customers work correctly.   This occurs after applying patch 17638929 and in the following file version:

iexpstmb.pls      120.19.12010000.26

Steps to Reproduce:

Responsibility: Collections Agent
: Collections

  1. Try to send a dunning work item, for a pre-delinquent customer.  The workflow updates it to Skip status.
