LNS Billing Errors with 'Line numbers for a transaction must be unique' when Multiple Interest Accounts are Setup (Doc ID 1633298.1)

When running LNS: Billing, the process errors when if penal interest, or additional interest on unpaid principal is used, and the accounting setup specifies multiple interest rate accounts.

Error: Line numbers for a transaction must be unique.

Steps to Reproduce:

Responsibility: Loan Agent
: Loan Dashboard > Submit LNS Billing

  1. Create a loan where the loan type uses penal interest, or interest on unpaid principal.
  2. Set the loan accounting, so that 50% of interest income goes to one account, and 50% goes to another account
  3. Run billing for that loan, the first billing will create without error.  Run it again, without paying the first bill, the billing program will error.
