Encumbrance Type Field Is Required In Budgetary Controls (Doc ID 1634033.1)

Symptoms

After upgrading to release 12.1.3 sometimes the Encumbrance Type field in the Budgetary Controls/Budget Integration form throws an error and indicates a value is or is not required. The errors encountered are:

APP-PA-231500: When Control Flag is unchecked values for Encumbrance Type, Levels, and Time Phase should be NULL.

APP-PA-231489: All level and Time Phase fields are mandatory when Control Flag is Y

These errors were not showing in the 11i instance for the same Budgetary Controls/Budget Integration form in release 11i.
