In Sourcing, attempting to create a Blanket Purchase Agreement (BPA) from an awarded quotation results in error

Purchase Order Creation could not be initiated. Please Check with your system administrator.


Steps To Reproduce
1. Complete Award from Sourcing RFQ.
2. Create the BPA.
3. Encounter error.
