BI Publisher Generates XML for FND_STANDARD_DATE Valueset Date with No Timestamp (Doc ID 1634321.1)

Symptoms

When generating xml.data using XDODTEXE from a concurrent program which uses date parameter within a valueset such as FND_STANDARD DATE, this is causing an incorrect date conversion due to missing time part on the end of the converted date.

It converts into '2013-10-02T00:00:00.000+01:00'.
2013-10-02T00:00:00.000+01:00 instead of 2013-10-02T00:00:00.000+00:00.

This can then display '02-OCT-2013', but the report displays as '01-OCT-2013' due to missing time.
