Service Contracts: Entitlement Search is Not Consistently Finding All Eligible Covered Items or Products

IN service Contract, find that on Entitlement Search, no expected results are displayed on some searches.

Actual Behavior:
Service Contracts: Entitlement Search Is not consistently finding all eligible covered items or products.

Expected Behavior:
Search results related to search criteria.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to Entitlement Search
2. Enter Serial number search criteria
3. Execute search
4. No results are shown
