On : 12.1.3 version, Portugal Add-on Localizations
ACTUAL BEHAVIOR

Localization-Portugal specific DFF at Journal category level is not opening through responsibility showing the message that 'Function not available to this responsibility'.
EXPECTED BEHAVIOR
-----------------------
LDFF should open in order to do the setup on Journal Category
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Journal category form and click on Actions menu-> CLE: Additional Journal Category Information

The issue has the following business impact:
Due to this issue, users cannot create mandatory setup for SAFT
